EPA Releases 2025 PFAS Action Plan: What Utilities, Industries, and Environmental Stakeholders Need to Know

April 29, 2025

At a Glance:

  • EPA rolls out aggressive new PFAS regulations for 2025, targeting water, air, and waste.
  • New testing, monitoring, and disposal rules aim to increase accountability across industries.
  • The EPA’s liability framework seeks to protect water utilities from unfair litigation.
  • SPL’s PFAS testing and consulting services help clients comply with emerging standards.
  • Unsure where to begin? SPL’s environmental experts can guide you through every step.

On April 28, 2025, the U.S. Environmental Protection Agency (EPA) announced a new wave of initiatives aimed at tackling PFAS contamination across the country. These “forever chemicals” have long been a growing concern for environmental and public health.  This latest announcement signals a strong continuation of the EPA’s commitment to both accountability and cleanup.

At SPL, we’ve been closely following these developments and stand ready to support our clients as regulations evolve. The EPA’s actions include new testing strategies, air monitoring improvements, updated disposal guidelines, and a push to clarify liability – especially for utilities and industries that receive PFAS but don’t produce them.

Key takeaways from the EPA’s latest announcement:

  • New effluent guidelines are in development to keep PFAS out of water systems.
  • Air monitoring tools are being expanded to measure and report PFAS emissions more effectively.
  • A centralized EPA lead for PFAS will now coordinate cross-program efforts.
  • The EPA is pursuing a more defined liability framework, aiming to hold polluters accountable while protecting entities like water utilities from unfair legal burden.
  • Updated disposal guidance is being refreshed annually to keep pace with emerging treatment technologies.
